Norwood passes mandatory hook-ups

Thursday, May 8, 2008 — Norwood Town Council unanimously passed a mandatory water and sewer hook-up for those in the town limits Monday evening at their regular council meeting.

The hook-up will pertain to those with improved property and live within 200 feet of new construction lines.

Those who meet the requirement are encouraged to hook up to town water and sewer.

For those who do not hook up, a minimal fee will be placed on their bill each month.

Norwood Town Admini-strator Dwight Smith said he does not foresee many problems with the new mandated hook-up since water has a history of causing trouble in the area.

“The health department won’t let people build a house if water and sewer aren’t available,” Smith said.

Smith added the minimal fee has not yet been set but he thinks it will only be approximately $25 to $30 every month for those who decide not to hook up to water and sewer.

In other business, council:

• Discussed the transportation of water to the upcoming Edgewater Development off Randall’s Church Road. So far, Smith said plans are to tap onto the county line down Indian Mound Road, however, council members have other options that in-clude using their own water line or try to reason with Department of Environment and Natural Resources (DENR) to tap onto an existing line;

• Discussed how to keep downtown businesses from closing;

• Conducted a public hearing to allow direction signs to get to a church and civic organizations around town;

• Reviewed a petition to annex property on Randall’s Church Road. Since the petition was not complete, council members returned the petition and no action was taken;

• Amended Ordinance 127 that will prohibit tractor trailers from jake braking while in residential areas. Ordinance 127 deals with noise violations within Nor-wood.

A fine of $50 will be implemented in addition to court costs for such matters;

• Discussed the success of Arbor Day events;

• Discussed the revitalization policy in the downtown after learning from other municipalities. Smith will be gathering information to report at the next meeting; and

• Reported on the proposed budget for 2008-2009. The estimated budget for the general fund is $1,872,250 and the enterprise fund is estimated at $2,252,000.

Smith said the reason for such a high enterprise fund is due to water being transported to the Edgewater development.

The next Norwood Town Council meeting will be June 2 in Norwood Town Hall at 7 p.m.
