Red Cross reviews proposed budget

Thursday, May 15, 2008 The town of Red Cross council members reviewed the proposed 2008-2009 budget during the town council meeting Monday.

“We’re reflecting several changes in this year’s budget because there were several areas where we budgeted a higher amount than we spent,” said Councilman Jerry Jordan.

Among the areas that saw a decrease was police and fire protection, which Jordan said was because of a $1 million decrease in the appraisal of the town to reflect a $49 million value.

As a result, the services provided by Oakboro, Locust and Ridgecrest fire departments would cost less.

Waste disposal also decreased to $45,000 to reflect a closer amount of the year-end expenditures from 2007-2008 of $37,000.

“We left things open, though, due to not knowing the outcome of the sales tax referendum,” Jordan said.

The council did not have concerns with the first reading of the budget, so a second reading will be brought before the council at the June meeting before holding a public hearing.

Also during the meeting:

• The contracts with the Oakboro, Ridgecrest and Locust fire departments were brought before the council. They were signed by both Mayor Ray Quick and Town Clerk Bobbie Kay Thompson.

• Councilman Larry Wayne Smith announced the council was still waiting on a proposed contract for the satellite Stanly County Sheriff’s Office, which will be housed in the detached garage next to the Town Hall.

• Councilman Darice Green, and Planning and Zoning Officer Robby Fox presented the council with a procedural flow chart to represent how zoning complaints will be handled.

The process involves investigating complaints and issuing warning notifications. If the complaint is not resolved before a second inspection, monetary citations will be issued.

• Quick presented the council with information generated from the April meeting of the Centralina Council of Governments (CCOG), which requested all towns in the organization pass resolutions stating the town is against the N.C. House bill to propose a moratorium on annexations.

The council voted to approve such a resolution.

• The council also voted to accept a resolution presented by the Stanly County Commissioners regarding business revitalization.

The resolution promises a five-year tax break for businesses who complete renovations to the buildings or property valuing at least 25 percent of the total property value.

“I don’t know if it will impact Red Cross at the moment, but I do support the idea. I think it’s a good decision because it focuses on enhancing current businesses, which may draw more businesses in the future,” Jordan said.

• The council also voted to participate in Connect-CTY, which will be a county-wide emergency notification service.

In the event of an emergency, notification will be sent to cellphones, pagers, faxes and e-mails through the program.

In order to participate, the town would have to contribute half the cost per capita, or $433.75. The county would pay the other half.

• Quick presented the council with a proposed Standards of Procedure manual to review. The council then tentatively set July 17 at 6 p.m. for a workshop to discuss and amend the manual.
