City zoning revisions

Sunday, June 3, 2007 The construction of sports bars and billiards may have to follow new regulations in the near future.

During the May 22 meeting, the Planning and Zoning Board recommended a change to the zoning ordinance to require a 1,500 foot separation for private clubs and billiard halls in the General Highway Business District and the Central Business District. The matter will be taken up at the Albemarle City Council meeting on June 4 and a public hearing date would need to be set.

Albemarle Police Chief Ronnie Michael proposed the change because he said, “History has shown two clubs, bars, taverns or billiard halls in close proximity to one another causes concerns and increased calls for law enforcement.”

Currently, the ordinance only states profit clubs, including nightclubs, taverns, bars and lounges must be 400 feet from any residential use, residential district, church or school. Michael would like to add on that it must be at least 1500 feet from any other existing club.

This would also be added to the General Highway Business District and the Central Business District ordinances that state billiard halls having not less than ten billiard tables, unlimited electronic, mechanical, manual and skill games must be located at sites with adequate off-street parking.

The addition to the current ordinance is not the only billiard related item to come before the council on Monday.

The Planning and Community Development recommended by a 3 to 1 vote that a conditional use permit be granted for 52 North Sports Bar and Billiards, located at 1450 U.S. 52 North, to move its billiard and unlimited games to 1456 U.S. 52 North and leave the restaurant and sports bar at its current location.

The stipulation is the permit would expire with a change in ownership or management.

The restaurant currently has 19 pool tables and plans to increase that number beyond the 20 tables required by the zoning ordinance.

Britts Pool Hall is located less than one quarter of a mile from the proposed location.



Other matters to come before the council on Monday are:

• Reviewing recommendations regarding No Parking zones on South Broome Street and Woodland Street;

• Discuss efforts to remove abandoned and dilapidated buildings;

• Review expiring terms and vacancies on city boards and commissions.
