Residents challenge board on YMCA decision

Thursday, August 7, 2008 Members of the community spoke unfavorably regarding school board members naming the YMCA the exclusive after-school child care provider for the Stanly County Schools.

During Tuesday night’s board meeting, Ben Ingle of Providence Church of God in Locust approached the board with a number of questions, followed by Chuck Byrd of Family Sports and Fitness in Stanfield.

Questions centered around the YMCA’s credentials, why they should be given exclusive free access to public facilities and what the term exclusive means.

As the exclusive after-school daycare provider, the YMCA will have free access to the Stanly County Schools’ facilities throughout the county in exchange for programs the YMCA will offer to students, faculty and staff. Parents who would rather place their child in a separate after-school care program can still take advantage of that as well as transportation provided by the school to that facility of their choice.

“We have what the YMCA does and probably more,” Byrd said.

Byrd also said they offer the same if not better fitness benefits for county employees as well. He asked the board to consider his location in Stanfield.

“I don’t think you will have a lot of participation from the western part of county,” Byrd said, “especially with gas at almost $4 a gallon.”

“We have a more than qualified staff to service your employees and your students.”

Superintendent Dr. Samuel DePaul said he encourages all private daycare and fitness centers to flourish and assured them the school system will continue to bus students to their locations.

“This is about private enterprise companies coming into our schools to run their businesses,” DePaul said.

Ingle approached the podium to ask if the YMCA is a private enterprise. The affirmative answer led to another question.

“As a private enterprise, shouldn’t we get that same opportunity?”

Attorney Mark Lowder informed the board and Ingle that that was the issue they were voting on.

Ingle said he wants to know what makes the YMCA more equipped to be given exclusive free access to public facilities. Providence Church of God also offers after-school care but will be denied the use of the school system’s facilities.

Board member Jeff Chance said no other private entity is providing incentives or income to the schools for use of their facility.

The decision was made to name the YMCA the exclusive after-school child care provider for the school system.

In other business, board members:

n Placed an e-mail retention policy on the table for 30 days which will allow e-mails to be archived for a period of time and serve as public record;

n Tabled the policy on principal residency;

n Heard an update on the Aquadale and Locust construction projects. So far, everything is going along as planned;

An update on Albemarle High School construction was presented to the board by project manager Dale Collingwood.

Mike Russell took on the job and estimated the project to cost $39,000.

Due to another job opening, the project was given to Wade Squires. An additional $7,000 was added to that price.

“My conviction is that $7,000 is a little high from what we’ve seen,” Collingwood said.

He recommends the board find expertise somewhere else.

The project will continue to be discussed in length at the next facilities committee meeting;

n Received a list of the high schools that made Adequate Yearly Progress (AYP) this year.

Both West Stanly High School and Stanly Early College High School made AYP this year. North and South Stanly high schools met 12 of 13 targets this year and Albemarle High School met 15 out of their 17 targets.

The middle schools and the elementary schools have not been reported thus far;

n Approved a $5.3 million school food service budget for 2008-2009; and

n Heard from Michael Palmer regarding the e-mail retention policy.

The next regular school board meeting will be Sept. 2 in the Stanly Commons Meeting Room at 7 p.m.
