Board to lobby for lottery proceeds at NCACC conference

Thursday, March 6, 2014 — Stanly County leaders hope to use a legislative conference to convince lawmakers to restore lottery proceeds toward education.

County Manager Andy Lucas explained to the Board of Commissioners Monday night the county’s list of priorities for the 2014 North Carolina Association of County Commissioners  assembly scheduled for May 28 in Raleigh.

Reinstating lottery funds for school capital projects ranked first on the county’s list.Stanly County is receiving $530,000 less than originally intended from lottery proceeds. Those funds are used toward improving school facilities and technology.

“This is having an impact on our ability to fund schools,” Lucas said.

Other issues include: reinstate lottery funds for school construction, oppose shift of transportation responsibilities to counties, oppose unfunded mandates and shifts of state responsibilities to counties, ensure adequate mental health funding and preserve existing local revenue base.

On Monday, commissioners also approved a $50,000 contract agreement with Martin Starnes & Associates to conduct its annual audit of the county’s budget.

The board also appointed Johnnie M. Harris of Badin to the Community Nursing Homes Advisory Committee.
