New London commissioners consider zoning changes

Sunday, August 11, 2013 — A fairly light agenda for Tuesday’s Town of New London commissioners meeting was highlighted by a request to change the text in the current zoning ordinance.

A public hearing will take place 15 minutes before next month's meeting to get the public’s input on tweaking the ordinance. Johnny Chestnut made the motion and Dan Phillips seconded the process of having a public hearing to get citizens’ input.

The text change would take place so groups such as churches and civic groups won’t have to go through the town’s board of adjusters to get approval for putting up new buildings or adding on to existing property. The request was made after an inquiry involving Christ the King Academy and New Life Lutheran Church.

“The board of adjustment, which is appointed by this group, is a stand-alone body. They are appointed by the commissioners but they operate on their own,” said Mayor Calvin Gaddy, who brought up the inquiry in Tuesday’s meeting.

“When they consider these things, and they’ve done that a lot of times here, and do conditional approval, they make that decision and we don’t have anything to do with it. The planning committee, for example, when they reach their decision, they give it to the commissioners and it’s up to the final approval of the commissioners. So it’s a stand-alone board and it’s a board that operates good and we’ve used them on a lot of occasions, particularly in the R-20 district, which is strictly residential housing.

“Both the Baptist churches are in R-20, the Methodist church is in the business district, which is the same way. Those type buildings, if we change the zoning ordinance, then we won’t have to consider them each time. If a civic club, which probably isn’t going to happen, if they wanted to do a building in this area and any of those zones I talked about, they would not be able to do it without a conditional use permit.”

Gaddy said the public hearing would give residents the chance to speak for or against. Once that’s finished, the commissioners “will consider it and take action one way or another,” Gaddy said.
