Policy board edits items

Wednesday, January 16, 2013 — The Policy Committee of the Stanly County Board of education met Wednesday evening for the purposes of reviewing and editing policies to bring before the school board for a vote.

The first item to come under review was Policy 4090, which deals with student grievances. This policy is already in existence but just needed to be tweaked.

In regards to grievances that require a hearing before the school board, if the date of the hearing has to be rescheduled twice, as part of the policy, all parties do not have to be present at the hearing when it does take place.

This is aimed to prevent constant scheduling and rescheduling because of absences of the parties involved; now the policy will read that the hearing can take place without everyone involved being present.

“If the grievance goes through all of the steps it could take 65 days ... That’s almost a third of the school year,” Board Member Lonnie Chandler said.

“If there is a grievance, most of the time it is dealt with swiftly,” Vice Chairman Jeff Chance said.

“We don’t intentionally delay the hearings,” Superintendent Dr. Terry Griffin said.

Another issue garnering much of the discussion for the evening was Policy 4025, dealing with transfer student assignments.

“This is a complicated situation,” Griffin said.

She explained that they began with the current policy and struck out certain parts.

One of the main issues with this policy was what to do with transfer students when they graduate from a certain school (going from elementary to middle school, etc.). Does this student continue on with their transfer school or do they go back to the school where they were originally supposed to be?

There are two solutions to this problem. First, transfer requests could be applied to directly to the school, meaning the students would have to fill out another transfer request to attend a another school.

Or the other option, transfer requests will only be good for a year and students must reapply every year.

The committee decided to go with option one, citing that the second option would incur too much paperwork.

A factor influencing this decision was the sheer amount of transfers between certain schools, namely East Albemarle Elementary and Central Elementary.

Because of school districting lines within Albemarle, when families move, even short distances such as across the street, students often have to transfer to a different school.

As the meeting concluded, Chance reiterated to the committee that all of the policies they worked on are subject to approval by the school board and can be subsequently overwritten as needed.

Unfinished with their trek through school policies, the committee recessed until they could meet again.
