“Having served this community for 24 years, I have seen many changes occur in the police field,” Dulin said. “My goal is to create a stronger, positive bond with the community that we serve, and lead the department into a 21st-century strategy of policing.”

Dulin replaces Danny Bowen, who retired in February as chief.

Dulin began as a part-time police serve officer. He also had served as a patrol officer, K-9 officer, traffic officer, motorcycle officer, accreditation assistant manager and patrol sergeant before becoming captain of the Criminal Investigations Division.

Dulin graduated from Albemarle High School and earned an Associate’s Degree in Applied Science – Criminal Justice Technology from Stanly Community College. He obtained his Bachelor’s Degree in Criminal Justice from Western Carolina University and a Master’s Degree of Justice Administration from Methodist University.

He is a certified general instructor through the North Carolina Criminal Justice Training Standards and Commission and serves on the Juvenile Crime Prevention Board as well as the Stanly County Zoning Board.

From 2008-2014 he was a North Carolina certified radar operator/instructor at Stanly, Rowan/Cabarrus and Davidson community colleges.

Dulin is married to Krystyal Huneycutt Dulin of Albemarle. They have two children, Caroline, who is a student at Stanly Early College, and Christopher, who is a student at Gray Stone Day School.

Dulin is a member of West Albemarle Baptist Church in Albemarle. As a hobby, Dulin enjoys beekeeping and is a member of the North Carolina Beekeepers Association and the Stanly County Beekeepers Association.

“David has a significant amount of experience in the profession and with the City,” City Manager Michael Ferris said in making the announcement. “He has worked diligently toward his education and in becoming a leader within his chosen profession. His dedication to his personal development, policing, and the City of Albemarle are commendable and we are excited to have him as our new police chief.

“David participated in an extensive and rigorous evaluation process involving interviews and presentations that included a citizen interview panel. All involved were impressed with David and I know he is absolutely committed to the City and our citizens.”
