Locust updates its street design standards

The Locust City Council approved new changes to its street ordinance during its last meeting.

The city hired the Kannapolis-based engineering company Alley, Williams, Carmen, & King to help complete the new standards for the city’s street design standards manual.

Some of the changed in the 15-page standards document include:

  • Information about conducting a traffic impact analysis for any subdivision roadway associated with new developments that, among other requirements, gets 1,000 trips a day. In the past, a TIA could only be requested if a subdivision roadway connected with a state road, but now city streets are included, City Manager Cesar Correa said.
  • Information regarding the bond process, including that securities shall be in place from six months to as long as two years and will remain in force until subdivision construction is complete.
  • Street light standards, including that lights should be placed at intersections, mid-block and at the end of the street and poles should not exceed 300 feet apart. Though the initial installation of the lights will be the responsibility of the developer, once the city has accepted the streets, the responsibility of the lights will be transferred to the city.
  • The city will only take over management of subdivision roads if all criteria in the standards document are met.

The council will next meet at 7 p.m. Sept. 12.
