Why have all of our counties and states allowed us to be in the mess we all are in?

They all had emergency funds that allowed them to buy the necessary things needed for disasters but failed to do it.

Instead most banked the funds or wasted them instead of buying any necessary thing that may be needed, such as facemasks.

Now here we sit in this mess that everyone knew would happen one day and no supplies like there should of been.

What good is money in the bank or wherever it is or was now when you can’t buy it?
