Special Stanly County planning board meeting concerns adult entertainment ordinance

A special meeting of the Stanly County Planning Board will consider the definition of adult entertainment after tabling an amendment at the board’s regular meeting.

The special meeting will be at 1 p.m. Friday at the Stanly Permitting Office, Suite 13, at the Stanly Commons on North First Street in Albemarle.

At Monday’s regular Planning Board meeting, the board tabled a proposed text amendment which would further define what constitutes adult entertainment.

County planner Bailey Emrich made the presentation to the board, saying county administration had requested the amendment.

The proposed amendment would define adult live entertainment as the following: “A performance featuring topless dancers, exotic dancers, strippers, or male or female impersonators who provide entertainment that appeals to a prurient interest, regardless of whether or not performed for consideration.”

Another proposed change would be for the definition of an adult establishment. The phrase “and adult live entertainment” would be added to the establishment definition. Also, the phrase “massage therapy” would be further defined as “massage and bodywork therapy establishment.” In the definition, massage and bodywork therapy businesses would not be defined as an adult establishment.

The current ordinance states a special use permit is required for an adult establishment.

No adult establishment may be within 1,000 feet of a residential zone, religious institution, school, park, playground, libraries or where “minors regularly congregate.” An establishment also can not be within 1,000 feet of a residence or other adult establishment.
