Stanly commissioners revise policies for single family home grant

The Stanly County Board of Commissioners recently approved revised policies regarding the disbursement of a $190,000 grant awarded to the county to help single families.

At a recent regular meeting, the board approved a housing assistance policy and policies regarding the procurement and disbursement of a Single Family Residence grant from the North Carolina Housing Finance Agency for 2020 in the amount of $190,000.

County Manager Andy Lucas said the county had submitted policies to the state’s Department of Finance which sent some changes the state agency wanted made, including removing a reference to the county’s assistance policy.

The Department of Finance also wanted a reference in the policy to the minimum housing standards in place for Stanly along with a reference to the payment schedule where contractors could get partial payment when $8,000 worth of work had been completed.

Minimum housing rehabilitation is $5,000 for a residence and the policy also has an infestation provision for contractors going into houses.

Another revision to the policy is in regards to any home which in the past was a known location for criminal activity, which Lucas said the county will not work with in those cases.

The maximum loan term is now six years instead of the previous term of eight years.
